Creating Opportunities for AAPI Community Leaders/Change Agents |

Investment in individuals who have experience with our member
organizations to come to Washington DC to learn more about national
policies, testify for comments on Capital Hill regarding community
economic development issues, and familiarize individual and organizations
with other national AAPI and community development agencies and
congressional representatives. National CAPACD believes that local,
regional and national participation is necessary to impact community
development initiatives and promote self- sufficiency and community
empowerment.

II. Tell Our Stories
Forging an AAPI Community
Action Research & Policy Agenda |
National CAPACD advocates for the inclusion of AAPIs in national
community development initiatives and works to ensure that the needs
of underserved AAPIs and subpopulations are reflected in local,
state and national public policy decisions. We provide detailed
reports and data about AAPIs through our Asian Pacific American
Community Development Data Center to members and public policy
makers. Through administrative advocacy efforts, National CAPACD
works with key federal agencies to communicate the impact of policy
decisions on low-income and underserved AAPIs and to ensure federal
programs meet their needs. National CAPACD tracks and analyzes
congressional bills of interest to our members related to housing,
community and economic development in AAPI communities. National
CAPACD also produces an annual Policy Platform that outlines
positions and major priorities for the organization.

| III. Convene AAPI Communities for Community Development & Social
Change |
We will use our power to convene to systematically create space
for sharing, learning and reflection about community development
work in AAPI communities. Convening regionally, by ethnic group,
by issue bears unique experiences, energy and insight and facilitates
a process of peer to peer learning. Some of the most powerful capacity
building tools and programs will be generated by what our member
organizations already know. Information from various convenings
will also provide a constant flow of information about the needs
of membership organizations and compliment qualitative research
analysis through the development of case studies and identification
of best practices.

Increase Access to Comprehensive Capacity Building Tools and Resources

In order to build the self sufficiency, empowerment and strength
of community based organizations, National CAPACD promotes
information sharing and networking, provide opportunities for leadership
development, increase access to capacity building resources and
develops vehicles for political participation and coordinates national,
regional and local organizing efforts.

| Connecting AAPIs To Advocate and Lead (CAAPITAL) Program |
|
The Community in the CAAPITAL Program provides opportunities
for staff of AAPI serving community based organizations to come
to Washington D.C. and learn about policies and resources relevant
for working in low-income and underserved AAPI communities. This
program serves to connect AAPI CBOs to Washington DC and to increase
the accountability of public policy makers and elected officials
to issues impacting AAPIs.Ê Components of the program include:
a "Government 101" briefing, meetings with key federal agencies,
elected officials and national community development organizations,
dialogue with other national AAPI organizations and training on
advocacy for non-profits. National CAPACD will arrange
visits with key elected officials, federal agency staff, community
development intermediaries, and national advocacy organizations
for members visiting Washington DC.
There are several options for the
program depending on the length of the visit:
Drop-In Visit: National CAPACD will assist in scheduling
a meeting with elected officials and/or Federal agencies
Short Visit: Government 101 briefing with National CAPACD
and assistance with scheduling a meeting with elected officials
and/or Federal agencies.
Tour of Washington D.C.: Government 101 briefing with
National CAPACD, meeting other National non-profit advocacy
organizations, and assistance with scheduling meetings with elected
officials and/or Federal agencies.

| Internship Program |
Each summer, National CAPACD selects a class of interns to
build a pipeline of young people committed to a career in AAPI community
development and social justice issues. Interns gain knowledge about
public policy issues impacting AAPI communities and experience working
at local AAPI-serving community based organizations. Summer interns
are enrolled in wide range of undergraduate and graduate programs
including ethnic studies, public policy, urban planning, public
health and education. Selection is based on applicants' long-term
commitment to working on issues related to low-income and underserved
AAPI communities. Interns are placed at the National CAPACD

| Congressional Briefings |
National CAPACD conducts briefings for members of congress,
their staff and committee staff on housing, community and economic
development issues and their impact particularly on low-income Asian
and Pacific Islander communities and our member organizations. National
CAPACD participates in the annual series of congressional briefings
coordinated by the National Council for Asian Pacific Americans
and the Congressional Asian Pacific American Caucus. For

| Public Policy Platforms, Briefing & Information |
National CAPACD produces original policy briefs and reports
periodically on a variety of topics relevant to community development
at the local, state and national levels. We produce periodic policy
analyses on issues such as language accessibility, data policy in
housing and community development programs and funding allocations
for community development projects in AAPI communities. To download

| The Asian Pacific American Community Development Data Center |
Through a partnership with UCLA, the APACDDC provides
critical census data, conducts trainings and provides information
on the population, distribution, ethnicity and national origin,
housing, household size, employment, income and poverty, educational
attainment, language, immigration and age distribution. Currently,
the APACDDC offers a variety of expertise from analyzing
Asian and Native Hawaiian/Pacific Islander subpopulation group data,
providing training and technical support, to providing specialized

| Publications and Reports |
Information, research and relevant data is vital to the success
of our community development minded members. Throughout the year,
we dedicate time and resources to produce publications and reports

| National Convention |
Our annual convention is one of the largest gatherings of community
based practitioners, policy makers, legislative representatives,
corporations and foundations working with AAPI communities nationwide.
The convention offers a variety of trainings, forums to provide
input to policies, opportunities for collaborations, mutual support
and assistance. The convention is held annually. For more information

| Special Task Force and Forums |
National CAPACD provides forums for dialogue and collaboration
through our special task forces and forums. This includes focusing
on underrepresented communities and issues based initiatives and
focus on developing initiatives, campaigns, or developing a report.

| CAPACD Scholarships |
National CAPACD offers capacity building scholarships for
our member agencies who are interested in attending our annual convention.
We offer 12 scholarships per year which covers costs associated
with lodging, registration and travel.

| Financial Literacy Website Resource in AAPI Languages |
The National Endowment for Financial Education (NEFE), in
a joint project with National CAPACD, has launched a website
that provides basic information for CBO's to use in increasing AAPI
financial literacy.
The financial literacy guide includes an introduction
to money management, budgeting, filing tax returns, banking, credit
and credit cards, loans, housing options, and other financial resources.
The information is currently available in English, Chinese, Korean,
and Vietnamese. The financial literacy guide will soon to be available
in Hindi, Urdu, Samoan.

| National List Serve |
National CAPACD list serve consists of over 350 individuals,
organizations, funders, intermediaries, federal agencies, and technical
assistance providers from all across the country. The list serve
provides information on local issues and initiatives, job opportunities,
funding alerts, policy alerts, and information on various trainings
and resources. The list serve functions to connect members and other
individuals on Asian American and Pacific Islanders community development
